This suite of four companion documents was developed by ConCOVE Tūhura and Waihanga Ara Rau to address one of the most persistent challenges facing Aotearoa New Zealand’s construction and infrastructure sector — sustaining a skilled, inclusive, and resilient workforce.
The research identifies significant workforce gaps and highlights the critical role that effective pastoral care and wraparound support play in improving worker wellbeing, retention, and productivity. Drawing on extensive sector engagement and analysis, the work provides a blueprint for employers, training organisations, and government agencies to take coordinated action.

- The Roadmap for Industry outlines strategic focus areas and practical actions for employers, industry bodies, and training providers.

Together, these resources create a pathway for collective leadership to embed pastoral care as a core part of industry practice, ensuring that every worker—regardless of background—has the support they need to thrive.
