This document presents ConCOVE Tūhura’s official submission on the Government’s proposed reforms to New Zealand’s vocational education and training (VET) system. It outlines key concerns about the impact of the changes on construction and infrastructure workforce development, including risks around reduced national consistency, weakened industry voice, and the removal of critical innovation and research functions. The submission questions whether the proposed models can support high-quality, future-focused training and highlights the need for a system that connects campus-based and work-based learning, ensures quality assurance, and meets emerging workforce needs.

The submission reinforces the importance of maintaining robust standards-setting, supporting equitable access for priority groups, and ensuring funding settings enable a thriving, skilled, and resilient workforce. It calls for a visionary redesign that strengthens—not fragments—the VET system and positions New Zealand to build a world-class, future-ready construction and infrastructure sector.
