This document presents ConCOVE Tūhura’s submission to the National Infrastructure Plan, emphasising that New Zealand’s long-term infrastructure success hinges on solving critical workforce shortages across construction and civil infrastructure. The submission argues that the Vocational Education and Training (VET) system must be central to the solution, with integrated training pathways, early engagement in project planning, and strong alignment between education providers and industry. It highlights the need for large-scale training capacity, consistent off-job learning opportunities, and better coordination across government agencies to ensure workforce readiness before major capital projects begin.

ConCOVE also stresses that a sustainable workforce requires more than technical skills; it requires cultural change. The submission calls for strategies to increase participation and retention of women and underrepresented groups, improve workplace safety and inclusivity, and support flexible working conditions. It recommends mechanisms such as workforce levies, training requirements in procurement, investment in innovation and technology, and a coordinated national training approach. By fully integrating VET into infrastructure planning, the Plan can reduce delays, mitigate cost overruns, and build a capable, diverse workforce that supports New Zealand’s long-term infrastructure goals.
