This supplementary submission outlines ConCOVE Tūhura’s detailed response to the proposed reforms of New Zealand’s vocational education and training system. It raises significant concerns about the lack of strategic vision, potential dilution of industry voice, system fragmentation, equity risks, and the absence of research and innovation in the proposed model. Drawing on extensive evidence and sector research, ConCOVE highlights persistent inequities for Māori, Pacific peoples, women, and underserved learners, and warns that rushed implementation, unclear roles, and funding shifts could negatively impact learners, employers, and long-term workforce needs.
To address these issues, the submission proposes an alternative system built on four core pillars: a reimagined provider structure, a robust standard-setting and industry engagement framework, a sustainable funding model, and a dedicated centre for vocational excellence. The proposal aims to create a cohesive, future-ready VET system that ensures national consistency, strong industry partnership, equitable access, and responsiveness to emerging skills and technologies. ConCOVE calls for extended consultation, clearer implementation planning, and a long-term, evidence-based approach to designing a VET system that delivers lasting economic and social benefits for all New Zealanders.
