Training Advisors sit at the heart of work-based learning in Aotearoa New Zealand. They guide ākonga, employers, and providers through complex programmes, support completions, and keep industry skill needs in view.
Yet across the VET sector, the role has grown in many different ways, with mixed titles, expectations, and support.
The VET Training Advisor Capability and Competency Framework gives the sector a shared view of this critical navigating role.
It sets out what “good” looks like, and how Training Advisors can grow over time, so that ākonga and employers get consistent, high-quality support.
This framework was co-designed with providers and Training Advisors from across the sector, building on earlier research into work-based training support roles. It reflects real practice and real pressures, rather than a generic HR job description.
The framework:
  • Outlines key personal attributes for working well with ākonga, employers, and colleagues

  • Groups capabilities into clear domains such as self-management, learning support, relationships, and business understanding

  • Provides competency progressions from “developing” through to “advanced” practice

You can use this resource in two main ways:
  • At an individual level as a reflection and planning tool for Training Advisors to map strengths and identify focus areas for growth

For VET providers and industry partners, the framework offers a practical way to lift the impact of Training Advisors on learner success, employer confidence, and workforce development.
